I've built my turnserver as the link

The turnserver.exe works well with the cygwin which has built the turnserver app.
But it doesn't work in other pc which has no installation with cygwin.

The bin folder has following files.

when I double turnserver.exe , it shows
fatal error-couldn't dynamically determine load address for'QueryUnbiasedInterruptTime'<handle 0x7FEFCA50000>, Win32 error 127

What should I do?
Do I need extra parameters to compile?
